He has conducted over 200 strategic action planning sessions in his career, and has helped communities from New Orleans to Thompson Falls, MT create not just plans, but action agendas that lead to positive change. His 2-day Community Action Agenda provides an assessment of where a community is, where it wants to go, and how to link the two through strategic action. These detailed steps, answering the question “who will do what by when, what resources are needed, and how are those resources obtained” have resulted in a near 100% success rate for his clients. In fact, more than half of David’s clients come back for a second, or even third, strategic plan. David then provides an action agenda, not a voluminous, sterile report, but a living document that many organizations literally use as the basis for their weekly administrative meetings and/or monthly board of directors meetings.

David A. Dodd, CED is President of DADCO Consulting Services, a leading international consulting firm specializing in creating economic opportunity for communities, states, and countries. He has worked in 47 states in the U.S. and six foreign countries. He has advised the Australian Parliament; the Development Bank of Japan, the Organization for Economic Cooperation and Development (OECD) based in Paris, and was lead consultant for the U.S. Chamber of Commerce and International Economic Development Council- sponsored Gulf Coast Reinvestment Forum, that helped shape the Gulf Opportunity Zone Legislation in the wake of Hurricane Katrina.
As a Certified Economic Developer, David not only engaged in the practice of economic development, he also teaches through the Economic Development Institute (EDI) at The University of Oklahoma, offering the only internationally-accredited economic development educational program. David served as Dean of the institute from 2001 to 2003, and is one of the highest rated faculty members in its history.
David was co-author of “Economic Development in the New Millennium”, published by the American Economic Development Council, and he has contributed articles to “Economic Development Review” and various other publications. David holds degrees from Louisiana Tech University, and the Graduate School of Banking of the South at Louisiana State University. He is also a graduate of the University of Oklahoma Economic Development Institute (OU/EDI), the national graduate-level knowledge source for economic development professionals. David is one of the all-time highest-rated faculty members at EDI, and is former Dean of the institute. David led successful efforts to launch formalized economic development professional education in Mexico. In collaboration with CETYS University, he launched three basic economic development courses and facilitated a strategic alliance between CETYS and OU/EDI to offer the Institute throughout Mexico. David is also a highly popular speaker, delivering dozens of presentations on economic development every year.
David has been active in the field of digital media and has been working with Bruce May to bring the vision and potential of The Expert Knowledge Network to the rapidly expanding marketplace of knowledge and information and on other initiatives and projects that bring the power of digital communications to economic development on a global scale.
